Since its inception in 1990, BASIS, the British Airways Safety Information System, has become the world's most popular aviation safety management tool; some would even say that it is the standard for the industry. The system is used by over 150 organisations including major airlines, regulatory authorities and aircraft manufacturers.

The system was developed by experienced safety professionals to answer straightforward questions: "How safe are we?", "Can we demonstrate it?" and "Where should we put our limited resources to become even safer?" The real advantage of the system is that it is extremely easy to operate and requires minimal training. Both simple and very complex queries can be answered with speed and precision.

The system, however, is more than just a measuring device. It supports the whole safety investigation process and provides an audit trail. BASIS supersedes old methods involving literally tonnes of paper data per year, but very little usable information. Old paper-based systems were also notoriously slow and unreliable in communicating pertinent information to the appropriate people. BASIS can communicate information reliably and in real time to hundreds of specialists within an organisation. BASIS air safety information can also be shared with other BASIS users through our SIE (Safety Information Exchange) scheme which produced a database of over 43,000 incidents for 1999 and is expected to continue growing.

The fundamental principle behind BASIS is that an open penalty-free reporting culture be developed and supported. This encourages staff to contribute high quality safety information without fear of recrimination. To support such a culture the BASIS ASR (Air Safety Reporting) module produces feedback letters to staff thanking them for their report and giving them details of the investigation.

Each and every incident must be risk assessed and categorised using the standard set of BASIS references and keywords. Risk assessment allows BASIS users to identify their significant risk areas using BASIS trend graphs and adopt preventative strategies and target resources as appropriate. The effectiveness of such strategies can be monitored by reviewing the BASIS trends for improvements. This is a continual process and is at the heart of an effective continuous safety improvement programme.

BASIS has been made widely available through British Airways Safety Services. The system was developed and is supplied, maintained and supported by the same team which has a telephone help desk for BASIS users. The team has been supporting British Airways since 1990 and external customers since 1992.

The system also tracks costs against vehicles, and manages the creditors who provide reconditioning (value-added) services to the vehicles. At the touch of a button, a dealer can see what each car has cost to date, enabling them to establish their baseline for negotiating sales.

A recent Australian Government initiative called GST has caused a lot of angst for business, and this system automates the process as a by-product of normal daily business.

On the technical side, the system started out being developed with Paradox, but we were seeking a non-BDE solution, primarily to ease deployment. Along came DBISAM, and the rest, as they say, is history. The database conversion process was a no-brainer, accomplished in hours, rather than days.

The product is written in Delphi 4, with DBISAM ver 1.21, and is currently undergoing an upgrade to Delphi 5 and DBISAM ver 2. We will also use Report Printer Pro 4 in the new version. Other tools used are TafWeb Scriptmaker that works in conjunction with Jordan Russell's Inno for creating installation setups; JR's Toolbar components; Help & Manual; KpGp Software's VCLZip for backups; TurboPower's OnGuard for distribution protection; Schiller Computing's DDReport to assist in the database conversion process.

There are 22 tables in the database.

The system includes a single entry cashbook, and part of the upgrade mentioned above incorporates functionality for transferring data to other back-end accounting systems (including BS/1).

Win-Collect 2K was developed using Delphi as the primary development platform and DBISAM as the primary local database engine. Win-Collect responds to the need to have a local copy of all electronic fund transfer transactions between the businesses and the Host Processing System. Since communications problems between businesses and the host processing facility can result in incomplete transactions - rollbacks can occur frequently. BDE cannot handle large transaction rollbacks and is prone to corruption - a powerful alternative was required. Clearly winning out over all other BDE alternatives, DBISAM meets and even exceeds the needs of the Win-Collect Project. DBISAM's capability of almost unlimited number of transaction rollbacks and commits enables Win-Collect to have fail-safe transactions with the main server. DBISAM also works well with QuickReports and ReportPrinter. Win-Collect comes with a quick backup and repair utilities using DBISAM's built-in methods. Compared to the dBase format, we have observed significant reduction in the size of index files involving multiple fields. The very fast optimizable table filters outperforms the regular SQL by a factor of 100 or more, enabling rapid screen refreshes of Win-Collect's data-aware interfaces. Deployment of upgrades that included database restructure was a breeze. The Win-Collect program has a total of 30 DBISAM tables, 25 specific reports, and more than 25 User Interface Screens. To top it all, the entire Win-Collect program and database tables all fit nicely in just 1 MB of disk space. There was no BDE to deploy, just plain high-performance computing power being distributed on a single floppy disk or a single setup file through email and Internet. Great thanks to the excellent technical support ElevateSoft provided during the development of Win-Collect 2K.
