# 3971 Scroll Bar Changes at Design-Time Causing Panels/Forms to Position Controls Incorrectly at Runtime
If you have a vertical scroll bar in a panel and you scroll to the bottom at design time, then the scroll bars do not appear at run time.

If you scroll all the way to the top at design time it all works fine.
