If the srvadmin.exe is version 4.04, then the problem could be this:

Tim;
Server status :
Windows 2003 sp2 or whatever is the latest SP
1 gb ram
VMWare

After spending the whole day debugging the application; which, I may add  did not need one iota of code changed.
the problem was the server would not launch a 3346 KB program.
Solution: I used ASPack and compressed it to 903 KM and all worked great

Allan

PS I missed my golf game on Friday.

That's bizarre.  A Windows Server should be able to launch virtually any
size program as long as it isn't violating any of the resource constraints
regarding handles, etc.  That's one of the major reasons for the
introduction of the virtual memory system into Windows.

Tim;
I have lead you astray. there was NOTHING wrong with the new version of srvadmin.(4.26b#)
I had 2 problems.
the one that was scrwing me up was my application which I compressed.
