It's funny that you mention water - in Niagara County (us) the pumping and treatment stations had adequate backup generators so that they could keep going strong throughout the whole ordeal, whereas in Erie County (Buffalo) they weren't so lucky and were advised not to drink the water without boiling it, provided that there was enough water pressure to even get running water. It would take quite a bit of modifications to externalize the web server, and power outages like this are very, very infrequent for this area (remember, we're right next to Niagara Falls). This whole situation was a fluke of monstrous proportions. The record for snow in October around here was 5 or 6 inches, and that was on Oct 31 some 30+ years ago. It has an auto switching/startup system and seems to be pretty stable as far as voltage and frequency output is concerned.
