I've noticed in the roadmap that there will be a Lazarus port for ElevateDB.
Are there such plans for DBISAM too?

I'm aware that different OSs adopt different network locking mechanism which
would make such a task difficult. But I think the C/S mode and the embedded
mode can be implemented.

Actually, there already is for Win32 and WinCE.  Linux is coming next.

Not at the moment, no.
