find the document that describes steps to tak to convert an application from

It's all in the manual. Start in the section called "Before you begin" (e.g.
http://www.elevatesoft.com/manual?action=mancat&id=dbisam4&product=r&version=2007&category=0)
and go from there. It lists changes from v3 as well as new features in v4.

We went thru the conversion and it's very straightforward.  The actual
conversion will depend on v3 app - are you using only components, using sql,
etc. Every conversion will differ

In addition this NG has number of posts on coversion related topics.
