 window.location.href := window.location.href ;
was not recognised by the compiler and I have changed it to :

procedure TForm1.IdleTimer( sender : TObject );
begin
 // restart application
 Address.Reload(true);
end;

I had included uses webdom, which made it work.  

Your solution is more readable.  I'll probably steal that, thanks.
