I'll have to look into this further.  Scrolling is a little special in that it's not just a presentation attribute, but rather can affect dimensional information that is important for other UI interactions.  It's sort of like the visibility attribute, but EWB works around this with visibility by using opacity to emulate visibility in some cases.
