I must be missing sometihng. Created 2 tables, created a primary index
constraint on each table. I then wanted to create a forien key on one
of the tables.  I added an integer field which woud corresond to the
primary key of the other table, selected Foreign key as the constraint
type. The Target table was showing in the Target combo box but there is
notthing populated in the Target Constraint box so I cannot complete
the constraint.

Could you send me the database catalog and tables prior to the alter ?  I
can't replicate what you're saying here and I want to see if I can see what
you're seeing.
