I want to try an small application in windows CE with Lazarus and elevatedb components.

I have installed and running lazarus but I need to install elevatedb components.

Must I buy another component?

What must I download?

We don't have a trial version available for Lazarus, but if you can wait
until Monday, there will be some changes on the web site that will allow you
to do so.   The issue with Lazarus is that it requires the complete source
code in order to install ElevateDB into the IDE.
