I'm guessing you mean point EDBManager (ElevateDB's equivalent to DBSys) at a table on disk and get it to open. If so the answer is no not really.

DBISAM and DBSys worked from a position of everything you needed being stored in the table so it was possible to open it in isolation. ElevateDB is catalog based so anything (your applications or EDBManager) that opens a table needs to know where the catalog is. If it doesn't know that it doesn't know what the column definitions are, what triggers (if any) there are etc. so you always need the catalog.
