Richard - just a guess but assuming its a modern Windows (Win 8 or newer) it sounds to me like a Windows/Driver/Hardware/Anti-Virus type of issue.

While apps can still freeze or crash I cannot think of any app hanging windows itself in my case for multiple years now.

My first goto item is windows event logs - see if any red error entries show up - maybe like disk having bad sectors or such.

It is standard SQL grammar - the SQL developer community appararently missed out on their English grammar classes.
