If it isn't then I don't have to bother about RTIMing VARCHARs (woopee) if it is then I have a lot of work.

No.

No, the NULL behavior for CHAR, VARCHAR, CLOB columns will not ever be
changed unless the SQL standard for NULL behaviors change.
