As I understand it the EDBServer program is expecting to read the
edbsrvr.ini file in CSIDL_COMMON_APPDATA. The problem is that Vista
does not seem to always allow programs to read from that folder. I see
this problem here as a user with Admin privileges. Shouldn't EDBServer
instead then look for edbsrvr.ini in CSIDL_COMMON_DOCUMENTS?

Well, it should be that it either does or doesn't allow programs to read
from that folder.  But, I'll check it out and see what the issue is.
