Lazarus is till in beta, but has been used for comercial products for years. Lazarus has
two branches. The odd version numbers like 0.925 are the development versions, the even
nubmbers , like 0.926  are the closest thing you can found to  a stable version. FPC
already has released version, but use the same versioning  method.  The general practice
is that the FPC compiler is compiled by the lates stable release  They have three
branches. Currently 2.20 is the last  official stable release, but is almost obsolete by
now, you can use  v2.2.2RC2 instead. The second branch is 2.23 for the fixes, and the
third is 2.3x for development. I think it is quite common to use the latest vesion from
Lazarus combined with the fixes version of FPC or the latest release.

The snapshots cab be downloaded from here: http://snapshots.lazarus.shikami.org/lazarus/
For WinCe development you need to install the corresponding  ARR-WinCE installer too.

Hope this helps.
