Anyone have any thoughts on how best to choose an unused port number for the server?

Well, the "brute-force" method would be to set the TEDBEngine ServerPort,
set Active to True, and then trap for a Winsock error of 10048 in the
exception's error message in a try..except block.  If you find '10048' in
the error message, then just increment the port and try again.
