I get the #504 error "The maximum number of concurrent session has been
reached"
when I try to open one application the third time

What's the reason

If you're running the trial version there is a limit built in. If its the full version have a look at the LicensedSessions property of the TEDBEngine component. This has probably been wrongly set.

It's not a trial version it's the VCL_STD version 2.02b8 and the
LicensedSessions property is set to 2 and I can not change it ?

I've seen this reported a couple of times on the newsgroups. The best approach is to uninstall ElevateDB, delete any .bpl's that you can find that relate to it (try looking for edb*.bpl) and then reinstall.
