How would I go about finding the problem?
When I run:
LOAD UPDATES FOR DATABASE "Assessor"
FROM "Client12Update"
IN STORE "ServerUpdates" IGNORE MISSING UPDATES

I get:
ElevateDB Error #1305 Error loading the updates for the database Assessor
(Error reading the table Facility from the update file)

That indicates that the update file is corrupted.  If you want to email it
to me, I can take a look and tell you exactly what the issue is.
