Is there a way to have two colors on for active and a gray for not active for both font and icon?

Sure, but any modifications to the state colors (disabled, etc.) have to be made to the control interface for the TToolBarButton class.  Make a copy of the TToolBarButton.wbi file from the source interfaces directory (default or desktop sub-directory, depending upon the set you are using) and place it in your project source directory, and then you can modify it there.  It will get picked up at both design-time and compile-time, so you can see the changes in your project immediately.
