I hear you about not throwing out hardware you have, you could as easily outfit them with a suitable linux distro and modern browser.   There are plenty of instructions out there on how to do that, or you could do win10, but at some relicensing cost and a small learning curve.

As for Pis, they can run several OS's, including Windows for Arm, Raspberrian, Android, etc.  Most people use them with Raspberrian or some other Linux distro.  Whatever you are comfortable with.

In general, we use a debian distro we have customized slightly to harden and automate, and deployed to a small army of devices of both Intel and Arm varieties.

We found Chromium to be the best browser for embedded systems, as Mozilla doesn't have a Kiosk mode, and Chrome occasionally prompts for Updates, and you don't want that message on your screens.
