Yes, provided that the ADO/ODBC layers do their job correctly.  The only
"hole" in the EWB Unicode support right now is the inability of the code
editor to handle double-wide character entry/display.

I want to display the characters in a memo box as instructions to the user. So, there would not be any problem with using EWB to create an application that presents a memo box to the user, have them type in the Tamil/Chinese characters and then store the entry into the MySQL database?

Again, no, provided that the ADO/ODBC layer is working correctly for MySQL
and handles the Unicode properly.  I can't speak for the viability or proper
functioning of products or code that we don't have any control over.   The
web browser environment, is 100% Unicode, as is EWB/Javascript, and all EWB
JSON is exchanged in UTF-8 format.
