There are those who will say I'm too picky here, but I've always been
able to see things a few pixels off. The + icon in the TIconLibrary is
not aligned to vertical centre, and it annoys me. I went to fix it, but
I can't work out how to - can I?

You can see this in this bitmap:

The top section is as they appear on a panel. The centre of the First,
OK and Delete are all okay, but the Add is not. The top of the + is at
the same height as the First icon, but the bottom is at the same hieght
as the smaller tick and cross.

The bottom section shows them in the interface editor. I can't work out
how to get the Top to change for that icon. Is it possible? Or is the
fault in the EWBIcon font? How does that get made - can I change it
easily?

If you're using the icon font support then yes, the issue is with the icon.  I had to make some minor adjustments like that to various icons a few times while adding the icon font support (free icon font and all Smile), so I may need to adjust some others.

You can adjust this type of thing by changing the Margins.Top property of the IconFont element in the icon library, and then making sure that the ApplyProperties.Margins property is set to True for the IconFont element.
