How exactly does that resolve a 11013 error (an access error -
shared/exclusive - at the OS level) ?

If this is a file share I bet it is a permissions issue.  Sometimes "simple
file sharing" seems such a misnomer Smiley

"Access denied to table or backupfile" errors. At three locations my program
give 11013 error whle file opening. I discovered this method and try same
process at others. At all locations the problems has finished.

It is usually the result of a table restructure or repair. The new table is
built in the temporary folder, and gets its access permissions from that
folder.

I think you are right. I'm frequently restructure the tables via
DBIsamDesignTable. This error occured generally after this process.

Then I believe you can solve the problem by setting the correct permissions on the folder containing the tables.  
Make sure the files inherit their permissions from the parent (database) folder.
