Thread Admin Functionality

Please consider the following suggestions:

1. Instead of having DenyLogin as part of server config, it becomes a Pause state for the server. For example, to stop the server, the admin sets the
server state to Pause (stopping new sessions from logging), allowing current seesions to continue until they are closed, then stop the server.  
Controlled by admin sessions only.

2. A State property to return the current state of Data or Admin servers seperatly (Running, Stopped, Paused).

3. Allow Admin sessions to have server-side procedures like data sessions. In this way we control the server and do tasks remotly or locally and
accessible only by admin sessions.

4. Communicate with the user sessions (realtime or not). For example, in realtime, send a message to notify the users that the server is going down
in 5 minutes. Not realtime, admin stops the server or pause it and set a text message for users trying to login that the server is in maintenance
mode try again in 15 minutes....

5. Config data can be saved to and loaded from stream.
