Upon entering a non-existing directory in "Edit session" -> "Local configuration" tab, EDB
Manager currently responds with:

"You must enter a valid configuration file folder"

It would be helpful if it offered to create the folder in question instead (provided a
valid folder name is provided and access rights are sufficient).

As opposed to databases, we don't automatically create configuration folders
due to the possible issues that can occur if the folder is not the correct
desired folder.  What I'll see about doing is adding a prompt to ensure that
the user knows that they are creating a missing folder.
