It depends - if you're only using the PHP extension for reads/writes against
a 2.03 database/server and don't intend to use the PHP extension for DDL
(CREATE TABLE, ALTER TABLE, etc.), then you'll be fine using the 2.04 PHP
extension with 2.03 databases.

I like phpStorm for PHP code (as well as other languages). Supports multiple platforms, quick and has many plugins.

CodeIgniter is a good framework as well. CI is very easy to use.
I have also seen mention of Symfony, Kohana and Yii Framework as good frameworks that a bit more robust.

I guess this product is being offered because of work that has gone on with Elevate Web-Builder?

... if you have developed a data layer for _that_ product then presumably it can be plugged into a Php environment fairly easily.

Is this a sign that the EWB product is on its way?

No, this is an old offer.  EWB uses JSON for all data-exchange, so it is
fairly easy to do this with standard PHP libraries for generating/parsing
JSON.
