Thanks, I'm not sure what's going on, but the certificate creation has been reverted to a manual process for the next build (and final release), anyway.  I needed to amend the certificate creation to add root CA creation and some other things to allow the localhost cert to work with all browsers, and that involves a scary-looking dialog (prompt for the Root CA creation) that doesn't belong in an automated installation.
