When you say this, does it mean that I can use ElevateDB in a public hosted server running Apache without having to ask the vendor to make configuration changes to their setup?

As long as the hosting provider allows for custom php.ini file
configurations and is running a 32-bit version of Apache, yes.  I'll be
adding 64-bit Linux support soon, but right now it's 32-bit only.
