There were a couple of issues with the pre-release installations that have
now been corrected:

1) There was an issue with the IDE not loading due to a dependency on the
FastMM4 full debug DLL.

2) There was an issue with the framework code not being included in the
installation, and the initial loading of the IDE not setting the framework
path in the Environment/Options properly.

Both of these issues are corrected in this build:
