I think the double click should work still even on the caption text, not just the border and contents area. And if not, then the caption should have a double click event too.

Indeed, now I check the single click should work on the caption text too. The caption is as much part of the panel as any other part.

You can set the Caption onclick handler to the same handler as the panel's OnCLick handler.  
Shift Click each Caption, then you can set all the Caption's onclick handlers at the same time.

What are you trying to accomplish ?  Perhaps the group panel control isn't the correct control because it, like many of the container controls, considers the caption to be a non-client area.

Unfortunately the TGroupPanel control doesn't have a separate Caption sub-control.

I was wanting to be able to double-click on the "frame" to refresh the contents. A minor use really, but it just seems inconsistent as the label is not considered separate from the operation point of view, so should act the same way as the rest.
