I don't seem to be able to get the FormatSettings.ShortTimeFormat to work to change
the TimeToStr results. It just always gives me the default format.

This is not important to me - it was just found in debugging the form key stuff,
but it may be worth looking at, or improving the documentation as I can't get it to
work.

It's a bug, this is the fix (WebCore.wbs):

        property ShortTimeFormat: String read FShortTimeFormat write
SetShortTimeFormat; <<<< Add the SetShortTimeFormat part

I'll have a fix in the next build.
