In TCPView I see another process starting when running the command
TELNET LOCALHOST 80.
This is a process on http port with state ESTABLISHED which should be normal.

Just to clarify - is the other process you're seeing for 'webbuilder' ? If yes then you're definitely connected to the EWB web server and Tim might need to look into this in more detail to see why the web server is listening but not responding properly.

Hi  Raul ( and the rest of my helpers)

You are all so kind in helping me with this.
I am able to run a project internally in EWB by just turning the EWB
web server off, so this is no more a big issue for me. 

I have tested the EWB program 
- on 2 different Win7 64 Parallells virtual windows installations, 
- on one HP pc with Win7 64 directly installed and 
- on one WinXP Pro 32 Parallells virtual Windows installation.
this is on all together 3 physical machines - all with the same result.

As long as I am able to run the applications I make within EWB I am
happy. I have also tested the applications on my external internet
server and on my in house intranet server and my applications run well
on both.

I just think that we leave this issue here, even if it is unsolved.

Again, thank you very much all of you who have given me so much
friendly help in this.

Tested.
Still get the error:
"The web server cannot be started (Socket error: An attempt was made to
access a socket in a way forbidden by it's access permissions. (10013),
on API 'bind')"

Tor,

I'm not Raul Smiley but anyway...
What I told you about regional setting was not intended to address the issue you are reporting now, it was intended to address the other issue, when you were reporting you had the internal server running but the applications weren't running.
