It is.  I would think that at least one other help file would have used a
custom color for the non-scrolling region at the top.

Also, it is very odd that they chose to have WinHelp behave in this manner.
Especially considering that they went to the trouble of adding the Use
System Colors option in the menu.

Well, WinHelp is slowly going away, so it won't be an issue for much longer.

I've seen several help files use White for a font with a colored background.

White font on Green background was consided the most readable combination
over the years.

I actually like Tim's color scheme.  It's consitant and very readable.  And
I've
not had any issues (although I don't mess around with my color schemes,
especially on my dev machine)
