This wasn't an issue with IE, but both Firefox and Chrome viewed (correctly, of course) the duplicate Access-Control-Allow-Origin headers as an error, and prevent the cross-origin request. This was also an issue with the native Delphi TEWBDatabaseAdapter component when used to handle dataset requests in web server modules.
