# 4234 TPanel CaptionBar AllowMove Property Not Working Properly
I set the CaptionBar.AllowMove property for each of the dynamically created TPanels to True and notice that if I click and hold on a caption bar the cursor changes as though moving is allowed but moving the mouse does not move the panel.
