During installation, the installer needs to update the private registry for Visual Studio 2017. Unfortunately, prior to 2.28, it was looking for one, and only one, 15.0* directory in the user's application directory tree, and punted when it saw more than one.

The workaround was to rename the "15.0" directory to something like "Old15.0", run the installation again, and then rename the directory back. That will allow the installation to proceed without issue and should get the data provider working in the Visual Studio 2017 IDE.
